Article 11. The Procedure for Implementation of theInitiative of the Citizens of the Kyrgyz Republic to Conduct a Referendum
1. Each citizen or a group of citizens of theKyrgyz Republic enjoying the right for participation in a referendum may forman initiative group comprising not fewer than 50 people in order to collectsignatures in support of the initiative to conduct a referendum.
2. Such initiative group shall address the Central Referendum Commission withan application on registration of the initiative group. The application of theinitiative group shall include:
1) the wording of the question (questions) proposed by the initiative group forsubmission to a referendum;
2) the family name, first name, patronymic, date of birth, place of residence,the series and number of the passport or its substituting document of membersof the initiative group, as well as persons authorized to act on behalf of theinitiative group.
Article 13. The Procedure for Implementation of theInitiative of Deputies of the Zhogorku Kenesh of the Kyrgyz Republic onConducting a Referendum
1. Each deputy or a group of deputies of theZhogorku Kenesh of the Kyrgyz Republic may organize collection of signatures ofdeputies of the Zhogorku Kenesh of the Kyrgyz Republic for initiating areferendum.
2. An application of deputies shall contain the wording of the question(questions) proposed to be submitted to a referendum as well as family names,first names, patronymics of deputies, the numbers of electoral districts andthe date of signing.
3. The President of the Kyrgyz Republic shall within 30 days upon receipt ofthe application pass a decision to call a referendum or decline the proposal tocall a referendum.
Article 14. Calling a Referendum
1. The President of the Kyrgyz Republic shall calla referendum upon his/her own initiative or a make a decision to call areferendum upon the initiative of not fewer than 300 thousand voters or themajority of the total number of deputies of the Zhogorku Kenesh of the KyrgyzRepublic.
2. The President of the Kyrgyz Republic shall issue a decree on calling areferendum which shall determine the date of conducting the referendum and thewording of the question (questions) proposed to be submitted to a referendum.Voting may be scheduled for any non-working day within the period from three tofour months as of the day of the decree’s publication.
