ARTICLE16. Formation of Referenda Initiative Groups.

TheAll-Ukrainian referendum initiative group shall be formed by citizens ofUkraine meeting, if no less than 200 persons, with the right to take part in areferendum, participate in it.

Theinitiators of an All-Ukrainian referendum meeting must inform in written form aChairperson of rayon, city (cities of republican or oblast subordination)Council of peoples' deputies, on which the territory the meeting shall takeplace, and the initiators of a local referendum meeting - a Chairperson of alocal Council of peoples' deputies, on which the territory the local referendumis proposed to be conducted, about the time, place, and purpose of the meetingno later than 10 days before the meeting shall take place.

Before thebeginning of the meeting its participants shall be registered, and the list ofthe participants, which includes then surname, patronymic, and address shall becompiled.

A Chairpersonand a Secretary of the meeting shall be elected by its participants. Thefurther agenda of the meeting must contain a discussion of both theadvisability to conduct a referendum, and a draft of the question proposed to be submitted to it.

In case the proposal to conduct a referendum, anda wording of the question proposed to be submitted to this referendum, shall besupported, the initiative group entrusted with collection of citizenssignatures, shall be elected.

In the case of citizen initiated referendums, the wording is proposed by initiative groups. In the case of optional and mandatory referendums initiated by President and Legislature, the law does not specify who drafts the question of a referendum.
