Article 136(2). The decision to call a referendum shall be taken by the President of the Republic upon the recommendation of the Assembly of the Republic, approved by an absolute majority of its members and on the initiative of at least one third of the deputies.
According to article 136(2), a one-third minority may initiate a referendum, an absolute majority is necessary to recommend it, however, the final decision to call for a referendum rests with the president’s approval.
