Article142.

Limitsof revision

(1)The provisions regarding the sovereignty, independence and unity of the State,as well as those regarding the permanent neutrality of the State may be revised onlyby referendum based on a majority vote of the registered voting citizens.

Invalidrepublican referendum

TheCentral Elections Commission shall declare as invalid the republican referendumif it was attended by less then 3/5 of the persons registered in the lists.
