ARTICLE 3. Subject - Matter of All-Ukrainian Referendum.

Thesubject-matter of All-Ukrainian referendum can be:

- confirmationof the Constitution of Ukraine, its separate provisions, as well asintroduction of changes and amendments to the Constitution of Ukraine;

- adoption,change or cancellation of Laws of Ukraine or their separate provisions;

- adoption ofdecisions which determine the principal content of the Constitution of Ukraine,Laws of Ukraine, and other legislative Acts.

ARTICLE 13. Calling of Referenda onCitizens of Ukraine and People Deputies' demand.

The Verkhovna Rada of Ukraine shall call All-Ukrainianreferendum

1) on questions of approval or abolition of theConstitution of Ukraine as well as on questions of pre-termination of the Verkhovna Rada and thePresident of Ukraine, in case it shall be demanded by not less thanthree million of citizens of Ukraine, who have the right to participate in areferendum;

2) on questions of approval or abolishing of theConstitution of Ukraine or other legislative acts of Ukraine, which, accordingto this Law may be submitted to All-Ukrainian referendum, except questions onthe pre-term termination of the authorities of the Verkhovna Rada and thePresident of Ukraine, if this shall be demanded by not less that one-half ofpeoples' deputies of Ukraine.

- An All-Ukrainian referendum is called on popular initiative on therequest of no less than three million citizens of Ukraine who have the right tovote, on the condition that the signatures in favour of designating thereferendum have been collected i n no less than two-thirds of the oblasts, withno less than 100 000 signatures in each oblast.
