Article 77. 11. An application/lawsuit/complaint submitted tothe election commission/court concerning election disputes defined by Article78 of this Law, by the persons not referred to in the same Article, shallremain unconsidered.

Article 78. 18. The right to file acomplaint to the court regarding the actions and decisions of the PEC, and itsindividual members, during polling and the summing up of polling results (otherthan drawing up the summary protocol of polling results), shall be granted to:a representative of a party, election bloc, voters’ initiative group in theprecinct or upper DEC, an observer of an organization with election observerstatus, in the precinct or upper DEC.

21. The right to apply to the court, withrespect to the DEC ordinance deeming, or failing to deem the polling resultsnull and void at an election precinct, shall be granted to: a representative ofa party, an election bloc, a voters’ initiative group, a majoritariancandidate, an observer of an organization with election observer status at therelevant DEC.

24. The right to lodge a complaint to thecourt, pertaining to the summary protocol of the election results of the CEC,shall be conferred to: a party independently participating in the elections, anelection bloc, a representative of voters’ initiative group at the CEC (duringelections of the President of Georgia and the Mayor of Tbilisi), candidate forMayor of Tbilisi, a majoritarian candidate, an organization with electionobserver status.

Legislation does not allow individual voters to challenge election results, but rather this right is given to voter's initiative groups.
