Sec 17 (b) “Failure to file statements or reports inconnection with the electoral contributions and expenditures as required hereinshall constitute an administrative offence for which the offenders shall beliable to pay an administrative fine ranging from One Thousand Pesosn(P1,000.00) to Thirty Thousand Pesos (P30,000.00), at the discretion of theCommission. The fine shall be paid with thirty (30) days from receipt of noticeof such failure; otherwise, it shall be enforceable by a writ of excutionissued by the COMELEC againts the properties of the offender. For thecommission of a second or subsequent offense under this section, theadministrative final shall from Two Thousand Pesos (P2000,00) ti Sixty ThousandPesos (P60,000.00), at the discretion of the Commission. In addition, theoffender shall be subject to perpetual disqualification to hold public office.”

Art 111 “Effectof failure to file statement. - In addition to other sanctions provided in thisCode, no person elected to any public office shall enter upon the duties of hisoffice until he has filed the statement of contributions and expenditures hereinrequired.”
Art 264,'Any person found guilty of any election offense under this Code shall bepunished with imprisonment of not less than one year but not more than sixyears and shall not be subject to probation. In addition, the guilty partyshall be sentenced to suffer disqualification to hold public office anddeprivation of the right of suffrage. If he is a foreigner, he shall besentenced to deportation which shall be enforced after the prison term has beenserved. Any political party found guilty shall be sentenced to pay a fine ofnot less than ten thousand pesos, which shall be imposed upon such party aftercriminal action has been instituted in which their corresponding officials havebeen found guilty.'
