The law states thata national referendum is considered valid if at least half of the electorateplus one person participates in the referendum.

In May 2013, the Romanian Parliament passed a law thatlowered the turnout and approval quorum for any nationwide referendum. As ofJuly 2013, the President has asked Parliament to review this law, citing concernsthat the quorum is too low to ensure representativeness.
