Former Programme Officer

Frank McLoughlin was a Programme Officer in the Electoral Processes Programme. McLoughlin’s research and work focused on the analysis of the fairness and effectiveness of electoral legal frameworks, with a special emphasis on electoral justice systems.

McLoughlin’s previous work experience includes serving as a legal analyst and advisor with electoral observation missions in Egypt and electoral technical assistance projects in Iraq and Afghanistan. He also served as an advisor on rule of law projects throughout the Middle East and North Africa.
