The International Institute for Democracy and Electoral Assistance (International IDEA) is deeply concerned about the recent developments in Sudan and particularly today’s eruption of violent fighting between Sudanese Armed Forces and the paramilitary Rapid Support Forces in the capital Khartoum and other cities.

This report aims to raise decision makers’ awareness about the protection deficit concerning the human rights of over 3.7 million people currently living in displacement in Sudan and improve their understanding of the need for reform to protect IDPs’ right to vote and participate in governmental and public affairs.

It primarily utilizes the concept of ‘diversity management’ for legislative practice. To administer geographical, multicultural, multi-ethnic and multilingual population diversity, Sudan has passed, in accordance with international principles, many laws to manage diversity in a way that reflects strategic national planning.

The Juba Peace Agreement (JPA), signed on 3 October 2020 by the Government of Sudan and the Sudan Revolutionary Front coalition of armed movement factions and political groups, partially succeeded in halting hostilities between the two sides. The agreement was signed as part of the democratic and peace building arrangements put in place for the transitional period. It opened the door to confidence building and conditions conducive to political consensus and dialogue.
International IDEA strongly applauds and congratulates the parties that signed the new Framework Agreement and appreciates the inputs from Sudanese stakeholders as well as the important support from particularly the trilateral negotiation team of the United Nations, African Union (AU) and the Inter-Governmental Authority on Development (IGAD).

The participants of the first Constitution Academy and representatives from the European Union and International IDEA Member States celebrated the completion of the first constitution academy organized by International IDEA Sudan’s Programme on 18 November 2022.
