On 4-5 July, 2023, in Tirana, Albania, International IDEA in cooperation with Rule of Law Centre of Finland and Center Election Commission of Albania hosted the regional roundtable on "Interinstitutional Cooperation on Digitalization of Electoral Processes and Cybersecurity in the Western Balkans".
This case study of Timor-Leste (part of the Protecting Elections project) highlights how the institutional capacity of an electoral management body (EMB) to handle risks, challenges and crises can flow from the availability of skilled and experienced staff—rather than just from formal risk management processes.
The constitutional and political reforms undertaken prior to the 2010 general election paved the way for the people of the Kingdom of Tonga to elect more representative governments that are accountable to the electorate.
