On 28 April, Trial Chamber X of the International Criminal Court (ICC) ordered reparations for victims of Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud, convicted in 2024 of war crimes and crimes against humanity committed in Timbuktu in 2012-2013, when he was a senior figure in the Islamic Police under the armed groups that then controlled the city. The Chamber assessed his liability at about 7.25 million euros and awarded collective, community-based reparations, with individualized rehabilitation and symbolic measures, to an estimated 65,202 victims, recognizing the particular harm suffered by women and girls. Because of his indigence, the reparations are to be delivered through the Court’s Trust Fund for Victims, which the Chamber urged states and others to support. A draft implementation plan is due by January 2027, and the order may be appealed within 30 days.
