Morocco - January 2026

On 29 January, a reform of the political parties’ law was published in the Official Gazette, amending the rules governing the establishment, financing and oversight of political parties. A key provision seeks to promote the political inclusion of women and youth by requiring new parties to be founded by signatories from all 12 regions, including at least four women, and by stipulating that women and people aged 35 or under each account for at least one-fifth of the 2,000 founding members required to establish a party. Because these requirements apply only to newly formed political parties, they may create an uneven playing field by imposing additional barriers to entry that do not apply to established parties. The law also introduces a requirement for political parties to hold a national congress at least once every four years, raises the annual ceiling for individual donations to political parties to MAD 800,000 (approximately 86,270 USD), and introduces stricter financial reporting requirements for oversight by the Court of Auditors. The reform also prohibits Ministry of Interior officials and employees from founding or joining political parties.
