Carolina Floru

Former Programme Officer

Carolina Floru’s work focused on the implementation of Constitutional Development programmes, Representation System, Political Parties and Electoral Processes in Bolivia.  

She was committed to fighting for gender equality and the promotion and implementation of the political rights of women and youth.  She designed and implemented Political Advocacy strategy proposals for the inclusion of women in the national and departmental policy framework. Floru has experience in strategic planning and fundraising.

Floru’s previous work experience includes working as a consultant for several international organizations, such as USAID, the German Cooperation and the World Bank, in the areas of governance, education and communication.  She was the National Communications Director during President Carlos Mesa’s term, and held ministerial and leadership positions in the Ministries of Finance, Sanitation and Decentralization. Floru also worked as a university professor in the field of Production Management in advertising and public relations and has extensive experience in publishing communications material.
