If the EMB uses technology to collect voter registration data, is biometric data captured and used during registration?

The European union Elections Observation Report for 2011 clearly states that there was no technology used in voter registration during the 2011 referendum.

According to the European Union Referendum report 2011, voter details during the voter registration process would be hand written in the Registration Book and that no photo of the applicant would be taken (p25).
