According to the Electoral Code, article 83-, The counting begins immediately after the  polls have closed and continues uninterrupted until completion under the supervision of the president of the polling station. Counting is done manually and announced by the president of the polling station.

Minutes for the counting process should be prepared and the results listed therein. The minutes are prepared on special paper with multiple carbon layers. The President read the ballot results aloud, which are immediately displayed by the President in the voting room, and a report is prepared and signed by the President, Secretary, and

all the representatives of political parties or candidates present.  The report must contain the following particulars: The electoral district; The number of voters recorded ;The number of envelopes found in the ballot box; The valid votes cast; The location of the office; The identity of members of polling stations and representatives of political parties and / or candidates for specifying their political affiliation; The distribution of the votes cast; Claims and any observations; The day the election date, The signature of the members of the polling station and the delegates of political parties and candidates' representatives  present.

Blank or spoiled ballots and proxies are attached to the original minutes which will be immediately sent to INEC then be submitted to the Constitutional Court. Asecond copy of the minutes will remain in the archives of the constituency. http://democratie.francophonie.org/IMG/pdf/Niger_code_electoral
