According to Biometric Planet, The Mauritanian Ministry of the Interior and Decentralization contracted them to provide a biometrics  system as part of its project to revamp the production of the country's secure national identification documents. In a release Morpho (Safran group) said it has signed a contract with the Government to guarantee the secure issuance of ID documents for both citizens and residents, including multi-application ID cards, polycarbonate data page passports, residence cards and driver licenses. For this, Morpho will use the latest version of its well-known multi-biometric recognition system, combining fingerprint and facial recognition technologies.

The operation began on November 28th 2010. The Mauritanians were issued with a biometric card, which was used for voter registration. http://www.planetbiometrics.com/article-details/i/248/
