International IDEA began sponsoring activities in Peru during the early days of the transitional government and opened a national programme office in 2002.
We joined forces with several national and international organizations to publish the State of Democracy report, outlining the challenges facing Peru’s democratic system. We have collaborated on a variety of initiatives to strengthen institutions and democratic processes promoting dialogue, consensus building among political and social leaders, including offering assistance to political parties, to Congress and parliamentary groups and to electoral institutions. This assistance is oriented to improve their technical, regulatory and oversight capabilities with regard to the political reforms that includes issues over political financing, gender equality and internal democracy.
The people of Peru experienced numerous political crises during the 20th century. After four military dictatorships in recent history, Peru began a process in the late 1990s to divest itself of a manipulative and authoritarian civil government and return to democratic governance.
Recently, International IDEA has begun two projects in Peru to promote electoral reform to ensure efficient electoral processes with integrity, transparency, representation and inclusion.
