A person who has used mental coercion, deception or bribery against a person entitled to vote or to take part in a referendum in order to influence his or her will in exercising his or her right to vote or to abstain or to take part in a referendum, or has taken such action against a person eligible to be elected, shall be punished by community service or by a fine or by restriction of liberty or by arrest or by a custodial sentence for a term of up to four years.
