Even though the Constitution of 2003 provides for the election of members of the Shura Council, the plans to hold such elections have been stalled for years. Some news sources indicate for the possibility of holding Shura Council Elections in October 2021.

Article 77. The Advisory Council consists of forty-five (45) members. Thirty (30) of them are elected by public secret direct ballot, and the Prince appoints the other fifteen (15) members from the ministers or others. The membership of the appointed members in the Advisory Council is terminated by their resignation or relief.
Article 78. The Electoral System is issued by a law in which the conditions and procedures of nomination and election are determined.
