In relation to the definitive counting, the National Electoral Boards are the ones that receive the counting certificates that were previously issued by the polling tables’ authorities along with the ballot boxes. Within the 48 hours that follow the elections, the political associations can file claims and complaints on the vices of the constitution and functioning of the polling tables and against the election, all of which must be accompanied (or indicate) by the alleged proofs that support the complaints. Once this term concludes, the Boards begin the definitive counting (trying to conclude it in as little time as possible) by verifying the documents of each polling table for indications that it was altered, if it bares substantial flaws on how they were put together and if there is additional documentation.

Código Electoral Nacional, Art. 108.- “Designación de fiscales. Los partidos que hubiesen oficializado lista de candidatos podrán designar fiscales con derecho a asistir a todas las operaciones del escrutinio a cargo de la Junta, así como a examinar la documentación correspondiente.
