The Secretary-General shall in particular:

  • provide strategic leadership for the Institute;
  • report on the overall implementation of the Institute’s activities; and
  • represent the Institute externally and develop strong relations with Member States and other constituencies.

The Secretary-General appoints staff as required to carry out the programme of the Institute.
