Thibaut Noel

Associate Programme Officer, Constitution-Building Processes

Noel is an Associate Programme Officer with the Constitution-Building Processes team in the Hague. Noel joined International IDEA on 20 April 2020.

Noel’s research and work focuses on comparative constitutional design and process, with a special emphasis on constitution-building processes in fragile and post-conflict settings. He carries out research on comparative constitutional design to support the Myanmar Constitution Programme and other country projects. 

Prior to joining International IDEA, Noel worked as a Programme Coordinator for Democracy Reporting International in Myanmar where he provided technical assistance to stakeholders engaged in the on-going peace process. Noel also worked on conflict prevention programmes for UNDP in Côte d’Ivoire, and served as an international election observer for the OSCE/ODIHR in Ukraine, and for the Carter Center in Myanmar.
