The Northern Uganda Peace Initiative (NUPI) is a USAID-funded program focused on helping facilitate a national reconciliation process in Uganda. Established in February 2004 and managed by PADCO Inc., NUPI helps civil society and the Government of Uganda (GOU) work together on a number of issues related to a Ugandan-led peace and reconciliation process.
NUPI's main focus in support of the reconciliation process targets three levels:
- Intra-Acholi, dealing with a variety of problems related to reintegration of ex-combatants returning home;
- Regional, dealing with inter-district tensions across Greater Northern Uganda; and
- National, including addressing underlying grievances and root causes of the conflict.
Support to the greater peace process takes two forms: technical assistance to the GOU and work with civil society. In partnership with the Ministry of Internal Affairs, peace and reconciliation teams have already been set up as an infrastructure for the reconciliation process on local, district, regional and national levels. These reconciliation "steering groups" are inclusive teams that include local government officials, religious leaders, cultural elders and others.
In addition, NUPI has four main reconciliation-focused program activities on the ground in northern Uganda:
- Action-oriented reconciliation research in partnership with Gulu University
- Helping the Government of Uganda (GOU) and civil society develop an infrastructure of reconciliation, including establishing Reconciliation Steering Groups at local and central levels
- Providing support to these Reconciliation Steering Groups
- Media and Information Management in Peace-Building
