Women make up more than half the population in all countries, but they remain a minority in elected offices and top posts in the executive branch of government in their countries.
Latin America has been in the front line in promoting changes in legislation to address the persistent under-representation of women in the political arena. One mechanism often used by political parties and governments is the electoral gender quota. Adoption of quotas has led to debates throughout Latin America over policies and legislation, since the assumptions and principles cited in their defence raise fundamental questions, such as the meaning of democracy and representation, the principle of equality, and the role of the state in correcting inequalities in societies. These public debates have not been accompanied by an equivalent output of knowledge that could lead to an understanding of the causes of the problem and the effects of these mechanisms on politics and gender equity.
The purpose of this book is to help close the gap between political practice and academic research, with information about specific experience in approval, implementation and outcomes of gender quotas in the region. This publication presents a collection of illustrative country cases, along with theoretical and empirical reflection from a supranational comparative perspective.
