In “Politics Within: Changes and Continuities in Political Organizations in the Andean Countries,” authors Rafael Roncagliolo and Carlos Meléndez provide an in-depth analysis of the detailed information gleaned from questionnaires and interviews with party leaders in Bolivia, Colombia, Ecuador, Peru and Venezuela. The study reviews the history of the development of political parties in the region and analyzes their internal governance and decision-making structures, mechanisms for oversight and training, financing, and growing but still limited participation by women, youth and ethnic minorities.

The authors conclude that political parties in the region have made strides in establishing more solid internal democracy, although their internal channels of communication are still inadequate for efficient political action. They recommend systematic training for party members that addresses not just internal matters, but also issues that are on national agendas, such as economic growth, poverty and inequality, and they urge parties to develop incentives to encourage active participation by their members, as a way of countering the tendency toward political groups formed around a particular political personality.

The study was sponsored by International IDEA, the UN Development Programme, the Inter-American Development Bank, the Andean Community and the Netherlands Institute for Multi-Party Democracy, with the collaboration of the National Democratic Institute of Colombia.
