The debate surrounding congressional caucuses in Peru has become increasingly important. This report tries to understand what is currently going on with Peruvian politicians in an uncertain scenario where the political parties of last year — including ideologies, political programs, solid organization and influence — are no longer present. Concern with present and future of political organizations, especially political parties, has also reached congressional groups.
The three studies included in this publication represent important, empirically-based contributions to explain the problems posed by the current congressional representation model in Peru. The publication studies the internal dynamic of congressional groups and identifies their strengths and weaknesses, providing a base from which steps toward reform and strengthening can be taken.
