Description
A gender equity approach to public policy implies using gender as a tool for analyzing relationships between men and women, identifying inequalities and taking these factors into account in designing policy. As previously centralized governments move toward decentralization, it is important that policy makers not only understand these concepts, but also have practical tools and mechanisms for implementing them at all levels of government.
This training module provides information to help politicians and policy makers implement a gender approach at the regional and local levels. Beginning with a definition of gender, an analysis of gender roles and inequality, and an overview of the national and international regulatory framework for women’s rights and gender equity, it moves to an examination of a gender approach in decentralization and public policy, providing tools for fostering gender equity, developing an agenda on gender issues, ensuring the participatory development of regional equal opportunity plans and municipal programs, and promoting community oversight of progress on gender issues.
This module was developed as part of the project on “Women’s Political Representation and Elections in 2006,” which was carried out by International IDEA and its Peruvian partner, Transparencia, with support from the Canadian International Development Agency’s Gender Equality Fund.
