International IDEA observes internal party elections in Peru

International IDEA joined observers from the International Republican Institute and the Peruvian NGO, Transparencia, to observe the internal elections of the Partido Popular Cristiano (Popular Christian Party).

International IDEA’s office in Lima took part in an international observer team for voting in the districts of Pueblo Libre, Jesus María, La Victoria, San Miguel and San Martín on 15 July 2007.

The institutionalization and internal strength of political parties in Peru differs from party to party. Only a few parties are truly national, others are Lima based, yet others are regionally focused. There is also the phenomenon of movements that emerge as “parties” to contest elections.

In Peru the key challenge is to ensure that those involved in political processes have their interests adequately represented, regardless of whether it is a political party or a political movement that contests elections

Although there are existing party laws and party constitutions or by-laws to support internal democracy, most observers feel more could still be done in Peru.

International IDEA intends to contribute to this process through its policy paper and by following up with a series of dialogues to raise awareness on issues of internal democracy as a means of provoking action to ensure better representation and inclusion in the political process.

International IDEA’s participation as an observer was an opportunity to network with party leaders and gain insight into the workings of internal democracy of one Peruvian political party.
