At the invitation of the Social and Political Institute for Women (ISPM) of Argentina, IDEA participated in the “Women's Citizenship Week of 2003” in Buenos Aires. The week's activities sought to commemorate Women's Citizenship Day on 6 September 2003.
IDEA Board member, Ms Lourdes Flores Nano and consultant, Ms Andrea Stiglich represented IDEA. At the launch, Ms Flores Nano introduced IDEA and its gender programme, including the Women in Parliament: Beyond Numbers handbook series and the IDEA/Stockholm University website on Electoral Quotas for Women. She also highlighted the importance of electoral system design for the inclusion of women in politics. Additional panelists included Gloria del Socorro Aban (President of the National Women’s Council), María Elena Berbagelatta (Member of Parliament – Partido Socialista Popular), and María José Lubertino (Member Parliament – Partido Socialista Popular), and journalist Norma Morandini acted as moderator.
In addition to the book launch Ms Lourdes Flores Nano was also the key speaker at the Panel Discussion on the “Evaluation of the Application of Quota Provisions throughout the World.” She noted the importance of quota provisions for the advancements of women in politics, yet remarked on the need to consider the implementation of quotas within the overall framework of electoral system design.
