An interview with Mexican electoral councilor Rodrigo Morales, member of the Federal Electoral Institute of Mexico’s General Council that was responsible for institutional preparations and arrangements related to Mexico’s external voting programme in 2006.
In June 2005, following controversy and debate, the Mexican Congress approved a reform to the electoral law allowing Mexicans to vote from abroad. This was put into practice for the first time during the July 2006 national elections.
