International IDEA launches Handbook on Voting from Abroad

Voting From Abroad: The International IDEA HandbookInternational IDEA launched today its Handbook on Voting from Abroad in Bamako, Mali.

Many constitutions guarantee the right to vote for all citizens. The spread of democracy and increased migration have contributed to the growing interest in voting rights for people absent from their own country. Yet voters who are outside their country when elections take place experience difficulties when trying to exercise this right. This is due to an absence of procedures or practical arrangements to allow for external voting.

Voting from Abroad: The International IDEA Handbook, produced by International IDEA and the Federal Electoral Institute of Mexico, examines the concept of external voting, existing practices and the challenges that surround this issue. The Handbook includes detailed examples of how external voting is implemented in different countries. In addition it provides an overview of external voting provisions in 115 countries and territories in the world, and a map illustrating the regional spread.

It is a unique comparative product for anyone involved in improving present electoral structures, planning for external voting processes, or participating in debate.

The launch took place on the occasion of the 4th Ministerial Meeting of the Community of Democracies held in Bamako, Mali between 14-17 November 2007.
