In 2002–2003, in partnership with Asociación Civil Transparencia, IDEA sponsored an Inter-Party Working Group charged with debating alternatives and drafting a political party law. This effort had two important outcomes. First, the bill developed by the working group was subsequently approved by the legislature—it has since been referred to as one of the strongest pieces of political party legislation in the region. Comprehensive in scope, the political party law includes provisions on internal democracy, media access, transparent accounting, public funding for training activities, and the use of a gender quota to ensure equality.
The second important result relates to the process itself. The establishment of an Inter-Party Working Group is a unique occurrence in contemporary Peruvian politics. A similar body has been set up to address the equally daunting challenge of drafting a new Peruvian electoral reform code.
