| Peru and International IDEA In 2004, Peru joined International IDEA: see press release. IDEA opened a national programme office in Lima in 2002. Peru, a List Proportional Representation democracy, has been integral to IDEA’s efforts and research in Latin America. Peru provides funding to the overall work of the Institute. A large part of IDEA’s funding comes from its member states “core contributions”, which finance the entire work programme of the Institute: Programme of Operations 2007-09. Each of IDEA’s member states is therefore involved and instrumental in IDEA’s work to promote democracy worldwide. Highlights of International IDEA’s activities in relation to Peru: - In 2002, IDEA organized an international seminar on comparative experiences of national dialogue. This event made a vital contribution to the development and consolidation of Peru's own dialogue process.
- Agora Democrática Project, initiated in 2004 by IDEA and local partner Asociacion Civil Transparencia to strengthen political party systems in the Andes through technical cooperation, training, dialogue, and networks and applies research.
- Citizens for Good Governance in Peru, a group formed by IDEA including respected politicians and members of civil society from across the political spectrum to focus on generating an analysis of the country’s principal democratic challenges and specific reform proposals.
In addition, Peru has contributed to IDEA publications such as: Friends of International IDEA Ms Lourdes Flores Nano, President of Alianza Electoral Unidad Nacional and candidate in the 2001 and 2006 Peruvian presidential elections, is currently a member of the IDEA Board of Directors.
